  ------------------------------- Tin Shui Wai New Town is located in northwestern New Territories of Hong Kong. It is a part of the Yuen Long District. It is situated within 25[km] from Central, Hong Kong. As of 2001, the New Town has a population of 270,000. Environment Tin Shui Wai is consisted of Public Housing and Private Housing. Tin Wah Road is a boundary separating the South and the North development zone of Tin Shui Wai. The South development zone developed first starting late 1980s. It has now become a unique community. Since Tin Shui Wai has been developed from stretch, locals enjoy wider walkways and larger green spaces. Also, it is an excellent place to avoid the crowd like from the City. Therefore, it is a peaceful place for living. When the north development zone is developed, the Tung Chee Hwa government planned to build 85,000 units and apartments annually in Hong Kong. Therefore, in the north development zone, residential high rises are generally taller and denser than those of the south. The population of Tin Shui Wai rose rapidly over the past few years. With ever increasing demand, the government is criticized not doing enough at setting up new facilities in the new town. In recent years, there were quite a number of serious family and social issues occurred in Tin Shui Wai. The incidents attracted extensive reports from the local media. Therefore, the image of Tin Shui Wai has become negative among readers, although it is brought about by misunderstanding. Family issues is the matter of the whole society in Hong Kong. Serious family incidents can occur in every parts of the region. In July, 2006, the Director of Social Welfare, Mrs Carrie Lam labelled Tin Shui Wai as the so-called "City of Sadness".
